ITANAGAR, Jul 14: The BSNL subscribers of Pangin under Siang district are irked over the poor signal and subsequent interruption in cell phone communication.
Frequent call drops, call breaks due to network congestion have become a headache for BSNL customers in Pangin, informed Siang District Development Committee.
Despite repeated appeals, the BSNL authority at Itanagar has not taken any step to improve the mobile service, the Committee rued.
It invited various other mobile phone service providers to extend their service network to Pangin to end the monopoly of BSNL.

“Government advocate has admitted the notice on behalf of the state respondent parties (no. 1 to 7). Therefore, no further notice is required to serve upon them,” the Court said.
Van Mahotsava observed in Upper Subansiri
DAPORIJO, Jul 14: The Daporijo Forest Division observed the 66th Van Mahotsava from July 4 to 7 in Upper Subansiri district by organising tree plantation drive in collaboration with the DC, SP and Heads of Departments of the district.
Around 900 seedlings were planted at the DC Bungalow compound, DC office approach road, Singik Hall and Children’s Park.
DFO Daporijo T Bui highlighted the importance of Van Mahotsava celebrations while DC Komkar Dulom emphasised on the importance of environment and ecological balance in and around the district, as a whole.
During the celebration, the Range Officer, along with his staff displayed banners in prominent places to educate the public on the importance of the day.

ANYA draws attention to Gumto check post
ITANAGAR, Jul 14: The All Nyishi Youth Association (ANYA) has drawn the attention of state home minister towards the condition of police personnel posted at Gumto check gate.
While informing that accommodation for the police personnel is too congested and that the government has not provided any vehicle for emergency, it said that the information was shared to them when a team of ANYA visited the check post to enquire about the ILP checking process.
Also informing about the improper working of the CCTV camera, it sought the home minister’s intervention into the problem.
Dwelling houses burnt down
ITANAGAR, Jul 14: Two MIBT dwelling houses were reduced to ashes and properties worth lakhs of rupees destroyed in a massive fire at Nirjuli.
The cause of the fire is yet to be ascertained, informed Arunachal Pradesh Youth Congress.
A team of the 13th Itanagar Assembly Youth Congress visited the accident site and provided relief materials to the fire victims.
The visiting team appealed to the district administration to facilitate necessary support to the victim of the fire mishap. It also appealed to all the Capital dwellers to take preventive measures to avoid such incident in the future.

Alleged accused declared proclaimed offender

ATI training commences
ITANAGAR, Jul 14: A three days training on basics of computer applications commenced at Administrative Training Institute (ATI), Naharlagun today.
Eighteen ministerial staff from Arunachal Pradesh Civil Secretariat and Heads of Offices within Capital Complex are attending the training.

Eviction drive in Ziro

Social service organised
ITANAGAR, Jul 14: A mass social service was organised on 11th and 12th July at Ward no. 2 and 3. During the social service, hanging bridge of Economics & Statistics colony was repaired. The members of the colony contributed to buy the materials required for the maintenance of the bridge.
The approach road towards both side of hanging bridge was also renovated. The social service was initiated by GR Richo, president, Economics & Statistics and Zoological Survey of India Colony Welfare Committee. SEPPA, Jul 14: East Kameng Deputy Commissioner Sandeep Kumar Singh inaugurated a smart classroom for children under SSA scheme in collaboration with IL & FS Education and Technology Service Ltd. at DPO Office here today.

Arunachal Pradesh Water Supply Bill 2015 passed by voice vote
Itanagar, Jul 14: The state Legislative Assembly today passed the Arunachal Pradesh Water Supply Bill, 2015 by voice vote in the amended form.
The bill, tabled in the House by Public Heath Engineering and Water Supply minister Takam Pario on July 7 last, was aimed at regulating water supply including levy of reasonable tariff on consumption of piped water supply in the state by replacing the Arunachal Pradesh Water Supply Act, 2000.
Taking part in the discussion members suggested for incorporating the provision of protection of catchment areas of water source, besides review of hiked water supply tariff.
Responding to various suggestions from the members, Pario said the existing water supply Act was devoid of many provisions and the present bill, reflecting the responsibilities of the consumers, would notify water sources.
Replying to various queries from the members, Chief Minister Nabam Tuki said "There is no dearth of water in the state, but supply of safe drinking water is the responsibility of the government".
He urged members to support the bill, while announcing to reduce the charge of new water connection from proposed Rs 5,000 to Rs 3,000 and the monthly water charge for one to three bedroom dwelling units from Rs 200 to Rs 150.
"As Arunachal Assembly is known for maintaining highest democratic system, our actions should prove it," he said.
Leader of Opposition Tamiyo Taga raised questions as to why a bill was introduced, instead of amending the existing one and wondered whether the new bill would be a "magic one." He suggested for rain water harvesting and ban in jhum practice to protect water catchment areas by making the deputy commissioners of all districts responsible to check it.
Senior BJP leader Japu Deru termed the bill as against the interest of the poor, saying the cent per cent hike in water charges would affect the common people.
Congress member Nikh Kamin stressed on revenue generation to end dependency on Centre and suggested for a separate head for water supply to check revenue leakage.
While P D Sona of the Congress suggested that the government adopt "zero tolerance" to ensure supply of safe drinking water and stressed on accountability of the department, BJP member Tage Taki suggested measuring the major water sources of the state and said they would dry up in future if the catchment areas were not protected.
Congress MLA Gabriel D Wangsu said with the level of underground water decreasing, most of the districts in the state were facing water scarcity and suggested for introducing metering system for collecting water supply bills.
The House passed the bill in amended form before Speaker adjourned it for the day. PTI

ITANAGAR, Jul 14: Pawan Hans MI 172, VTPHG, Helicopter with 19 passengers and 5 crew members onboard which took off from Naharlagun Helipad at 0840 hrs on Monday for Guwahati made a precautionary landing on a well carpeted village link road at a place called Tetunbari in Sonitpur, Assam. It is reported that after flying for about 30 minutes, the aircraft encountered very bad weather condition in the route and the pilots had to land the chopper on the road.
The aircraft halted there for 1 hour 45 minutes waiting for the weather to clear up. It took off from there at 1055 hrs and landed back at Naharlagun Helipad this morning with all the passengers and crew members safely as the weather condition enroute Guwahati was not improving.
After ascertaining technical fitness of the aircraft and the weather clearance from the ATC Tezpur, Jorhat and Guwahati, the chopper took off this morning for Guwahati, said a statement from the department.
The Secretary, Civil Aviation, Government of Arunachal Pradesh has ordered the Director Civil Aviation, Naharlagun to carry out an inquiry into the matter immediately to ascertain the cause of the incident and fix accountability if any discrepancy is found.

UOAP to launch Jail Bharo Andolan

ITANAGAR, Jul 14: The United Organisation of Arunachal Pradesh (UOAP) today stated that the organisation is launching Jail Bharo Andolan rally tomorrow against Tuki led government demanding initiation of CBI enquiry against financial mismanagement and moral resignation of Chief Minister Nabam Tuki and his council of ministers.
Addressing a press conference at Press Club here, UOAP Chairman Toko Obi stated that people of Arunachal are ready to offer for volunteer arrest for the cause of the state through the Andolan if the government desires so. The organisation is likely to stage a protest rally in front of the state Legislative Assembly.
Expressing shock over the district administration’s denial of permission for staging dharna, UOAP alleged that administration is forcefully trying to suppress the voice of the people to rise against the inefficient state government. Reiterating its demands, the organisation questioned that if the state government is so confident that there is no financial mess up, why it is so reluctant to invite CBI to unearth the truth.
Condemning Nyishi Elite Society’s statement which it claimed was trying to protect Chief Minister Nabam Tuki’s skin, Obi asked NES to refrain from defending any politician in the name of Nyishi community. While ridiculing NES’s statement, UOAP Chairman stated that Chief Minister doesn’t belong to any community and NES should to stop using community tag for political mileage.
Clarifying that UOAP neither affiliates with any political party nor with any individual, Spokesperson Ramjo Pordung denied to be backed by BJP. “We are fighting for the cause of the society, we have nothing to do with any political party or individual”, Pordung added.

The UOAP staged a dharna on June 29th 2015 demanding CBI inquiry over alleged financial mismanagement and resignation of Chief Minister Nabam Tuki. It also served seven days ultimatum to the Governor appraising the head of state to initiate the CBI inquiry.
PPA reiterates demand to waive Article 371 H
ITANAGAR, Jul 14: The People’s Party of Arunachal (PPA) has reiterated its earlier demand to the state government to pursue with the Centre to amend the Constitution to waive Article 371 H of the Constitution and put Arunachal Pradesh under the provision of Article 371 A (1) (a).
The provision would protect and safeguard the religious and social practices, customary rights of people of the state regarding ownership and transfer of land and resources of the state.
The Arunachal State Assembly had unanimously adopted a resolution seeking special constitutional protection on September 21, 2013. The house had unanimously resolved to urge the Union Government to expeditiously amend Article 371 H of the Constitution of India to bring it at par with the provision of Article 371 A (1) (a). “This is an issue of paramount importance and legislative assembly is the right platform to discuss and debate how best to achieve this goal. This should be a subject that should be debated in the assembly instead of framing policies on ‘compensatory issue’, said PPA President Kahfa Bengia at a party meeting.

The North Eastern Council (NEC) during August, 2004 granted sanction of Rs 46.36 crore for improvement of the road and dispensed the work to Pasighat PWD division. As such, the implementing agency constructed the road within a period of five years.
There has been ritualistic assurance for renovation of the road by the state govt has yielded no result as the treacherous road and the weak bridges continues to give a harrowing time to commuters as well as damaging their vehicles.
Lifter Jimjang to represent country at CYG
ITANAGAR, Jul 14: Promising weightlifter from the state Jimjang Deru has been selected by the Indian Weightlifting Federation to represent the country at 4th Commonwealth Youth Games (CYG) to be held in Apia, Samoa from September 5 to 11 this year, informed Arunachal Weightlifting Assocaition (AWA). Jimjang is the second lifter from the state after Yukar Sibi to get selected for the Youth Commonwealth Game. Sibi won a silver medal in the game held in 2008.
The Indian contingent will leave New Delhi for the Games on Sept 2 and return on Sept10.
Barring lifters, no athlete in other sports disciplines from the state has so far been able to qualify for the Commonwealth Youth Games (CYG), claimed the AWA release.

No work progress in Koloriang infrastructure development project

ITANAGAR, Jul 14: The five days state level workshop on ‘Strategy building workshop for livelihoods’ for Self Help Groups (SHGs) commenced on 13th July at Conference Hall of State Institute of Rural Development at Itanagar.
The workshop is being conducted by SIRD Arunachal Pradesh with collaborative support from State Rural Livelihooods Mission Arunachal Pradesh (ArSRLM) in reference to a MoU between SIRD and ArSRLM. The workshop seeks to sensitise and orient delegates from first phase locations of Sagalee, Yachuli, Daporijo, Basar, Pangin, Roing and Namsai, on the intricacies of planning for social mobilisation and deciding on corresponding capacity building needs. Workshop seeks to achieve is to bring critical stakeholders on a common platform to deliberate upon various dimensions of livelihoods promotion strategy for NRLM compliant SHGs.
Speaking on the occasion, Ramesh Negi, Chief Secretary Govt of Arunachal Pradesh said that there is a growing need to listen to people, understand and articulate the problems and then bring in innovative solutions that involves the villagers for achieving such solutions.
He called upon officials to do self appraisal of their work and to devote maximum possible time in interaction with local communities at the grassroots level and emphasised that it was important to reach out to the village and listen to the grievances and look for innovative localised solutions.
He further said that the core philosophy of NRLM is participatory development. The community institution centred approach of NRLM works on building capacities of people by instilling confidence and building a culture of discipline of forming and following common norms.
He called upon preservation of forests and rivers as a resource that provides backbone to village economy as well as being primary source of sustenance for villagers even in remote areas.
Tahang Taggu, Commissioner Rural Development and PR stressed about the importance of the programme for the state of Arunachal where there are immense opportunities to build community enterprises. He stressed that the geographical challenges posed to the state could be best solved by building social capital and improving capabilities of individuals and societies through a series of skill building programs as demanded by the people.
Rajiv Takuk, CEO SRLM, shared his vision about the programme. He emphasised that administration and voluntary organisations must use their learning and experiences and come together to strengthen Ajeevika programme so that it delivers to bring the best opportunities to people of Arunachal state. He expressed hope that the concerned persons in the pilot blocks would work with full zeal to realise the objectives of the programme.
He also assured that all the pilot blocks would be supported and called upon the delegates to utilise the opportunity provided by the workshop to acquire required inputs to enable them to submit appropriate strategies for social mobilisation and corresponding capacity building in the identified clusters within the first phase blocks.

The workshop is being coordinated by Dr. Rakesh Srivastava, Deputy Director cum Sr. Core Faculty (Rural Marketing) SIRD and S.W. Bagang, Assistant Director cum Core Faculty (Natural Resource Management) SIRD.
Sanjay Sharma, SPM IBCB, Kautilya Basumutary, DFE IBCB, and Dr. (Ms.) Roshni Rai, DFE Livelihoods from Assam SRLM, are also participating in the workshop as resource persons.
State taskforce meeting on IPV vaccine
ITANAGAR, Jul 14: The State Task Force Immunization (STFI) meeting on introduction of Pentavalent Vaccine and Inactivated Polio Virus (IPV) vaccine under Routine Immunizations was held today.
Indra Mallo, Secretary (Health & FW) said revised immunization schedule following introduction of pentavalent vaccine should be followed from now onwards.
Vaccine is considered to be one of most cost effective health intervention that has delivered excellent result in providing direct and effective protection against prevention of childhood disease such as Measles, Hepatitis B, Diphtheria, Haemophilus, Tetanus and Pertussis, she further added.
Earlier, Dr. H. Tabyo, Director of Family Welfare said another milestone has been covered with the introduction of new vaccines. Further he added Pentavalent vaccine and injectable polio vaccine will be launched at 2nd October’2015 here. This vaccine has been successfully implemented in several parts of India.
Dr. Tana Takum, Epidemiologist, ASH while briefing about the vaccine informed that pentavalent vaccine reduced injection from 6 to 3 for children and it provides additional protection against Hib, thus addressing under 5 yrs mobility and mortality.
Dr. D. Padung, NO (NHM) spoke on preparedness for introduction of pentavalent and IPV. All the STFI members were present at the meeting.

Take care of Tali Constituency
Dear Editor,
I would like to appeal to the Govt of Arunachal Pradesh to pay a little more attention towards the 20th Tali Assembly constituency. Even though it was made a separate constituency in 1987, people of Tali is yet to witness any development.
It’s unfortunate that to reach Tali, people have to foot march for more than 2 to 3 days and still more than 20% of Tali and Pipsorang people have not even seen vehicles or the district head quarter.
People have not had a glimpse of proper road, electricity, health care, education.
This is the reason is people of Tali and Pipsorang are settled in places like Ziro, Daporijo, Aalo as well as capital complex. And these people generally do not have the courage to go back to their home land to face the curse of underdevelopment.
Therefore, it’s my humble request to various organizations of the state including the students union, social and community based organization to support the cause of Tali and Pipsorang circles.
And I appeal the state government to pay special attention to Tali assembly constituency as it is the most backward among all 60 constituencies and approve development activities initiated by the local MLA.
It is also a humble appeal to Chief Minister and his Cabinet colleagues to kindly

Exam postponed trend
Dear Editor,
This is regarding the exam postponed trend currently prevailing in the state.
I am coerced to remember a quote stated by Alan Keys, “Bureaucrats and Politicians derive their power from their position in the structure, not from their relations with the people they are supposed to serve”.
Today, if one says, “Justice Prevails”, that’s the craziest joke ever cracked in the history of mankind. What prevails these days is the money. If you’ve money, you’ve the job which is contrary to the statement “people seek job to earn money for their survival”.
I am compelled to mug up this only-
Now tell us what exactly is this unavoidable Administrative Reasons? Our country India is the largest democracy in the world but our state seems to run by the dictators. A phone Call from the top leader rings in the office and everything changes. Wow! What a democratic state we have. Be it the bureaucrats or the politicians, sufferer is the aspirants.

Another joke is that on 5th May 2015, DRDA published vacancy for the posts of Jt. BDO and Technical Assistant. And later aspirants were told that, “The exam is deferred”.
If the Authorities were so scared of unpleasant consequences, they should have first sought permission from their junior employees and publish it. Again here, victim is the aspirants. In the case of DRDA, even the challan money was not reimbursed.
Everyone is aware of the Madhya Pradesh Vyapam Gotala which is currently in the news all over the country. They used to take money from the aspirants to raise the marks or to make them crack the exam even if the aspirants had written nothing. The Answer papers were left blank by the aspirants in the exam hall and later it was filled up by them. Every work has a reward waiting ahead. Now the CBI is pulling them upside down. If the present trend of our state persists, it too will be, very soon, will be on the T.V. screens.
