Name Secretariat or NIT after Dorjee Khandu

ITANAGAR, Jul 14: The Omkar Mission Arunachal Pradesh has sought naming of either NIT Jote or Civil Secretariat in the name of former chief minister Dorjee Khandu. The mission led by former MLA Lokam Tassar gave a representation to the chief minister in this regard.

His contribution to the welfare of Arunachal Pradesh is remarkable and unforgettable. It should be the moral obligation of every Arunachalee to hold up the name of late Dorjee Kahndu, he said citing many contributions of the Late CM.

 

ACS opposes extension of service period

ITANAGAR, Jul 14: Arunachal Civil Society (ACS) has strongly opposed the alleged move of few retiring government employees for extension of their service period.

Claiming that few government employees, who are on the verge of retirement, are pressuring the higher authority for extension of their service period, ACS demanded the state government to strictly adhere to its official order of June 6, 2014 banning re-employment of retiring/retired government officers. If considered, this move will deprive thousands of unemployed educated youths from employment, said ACS and demanded the state government to cease the file for re-employment without any pre-condition.

 

Poor BSNL network at Pangin

ITANAGAR, Jul 14: The BSNL subscribers of Pangin under Siang district are irked over the poor signal and subsequent interruption in cell phone communication.

Frequent call drops, call breaks due to network congestion have become a headache for BSNL customers in Pangin, informed Siang District Development Committee.

Despite repeated appeals, the BSNL authority at Itanagar has not taken any step to improve the mobile service, the Committee rued.

It invited various other mobile phone service providers to extend their service network to Pangin to end the monopoly of BSNL.

 

Clarification

ITANAGAR, Jul 14: With reference to the news item published on July 13 issue of this daily under heading “Court direction on PMGSY road” it is clarified that Itanagar Permanent Bench of Gauhati High Court, Naharlagun did not direct the state government to stop further payment to the private executing agency for construction of road from 64 km Seppa-Chayangtajo Road to Krema Pao nor did ask it to show appropriate reason for payment of Rs. 2 crore to the private firm. In fact, a PIL was filed in the Gauhati High Court, Itanagar Permanent Bench against the state government and seven others, including a private party, alleging mis-use and misappropriation of fund meant for construction of road from 64 km point of Seppa-Chayangtajo Road to Krema Pao and violation of contract agreement executed between the respondent authorities and private respondent  no 8 for the road construction work.

Hearing the PIL, Justice Rumi Kumari Phukan of the Itanagar permanent bench, Gauhati High Court ordered to issue notice to the private respondent no. 8 returnable by three weeks.

“Government advocate has admitted the notice on behalf of the state respondent parties (no. 1 to 7). Therefore, no further  notice is required to serve upon them,” the Court  said.

 

Van Mahotsava observed in Upper Subansiri

DAPORIJO, Jul 14: The Daporijo Forest Division observed the 66th Van Mahotsava from July 4 to 7 in Upper Subansiri district by organising tree plantation drive in collaboration with the DC, SP and Heads of Departments of the district.

Around 900 seedlings were planted at the DC Bungalow compound, DC office approach road, Singik Hall and Children’s Park.

DFO Daporijo T Bui highlighted the importance of Van Mahotsava celebrations while DC Komkar Dulom emphasised on the importance of environment and ecological balance in and around the district, as a whole.

During the celebration, the Range Officer, along with his staff displayed banners in prominent places to educate the public on the importance of the day.

ANYA draws attention to Gumto check post

ITANAGAR, Jul 14: The All Nyishi Youth Association (ANYA) has drawn the attention of state home minister towards the condition of police personnel posted at Gumto check gate.

While informing that accommodation for the police personnel is too congested and that the government has not provided any vehicle for emergency, it said that the information was shared to them when a team of ANYA visited the check post to enquire about the ILP checking process.

Also informing about the improper working of the CCTV camera, it sought the home minister’s intervention into the problem.

 

Dwelling houses burnt down

ITANAGAR, Jul 14: Two MIBT dwelling houses were reduced to ashes and properties worth lakhs of rupees destroyed in a massive fire at Nirjuli.

The cause of the fire is yet to be ascertained, informed Arunachal Pradesh Youth Congress.

A team of the 13th Itanagar Assembly Youth Congress visited the accident site and provided relief materials to the fire victims.

The visiting team appealed to the district administration to facilitate necessary support to the victim of the fire mishap. It also appealed to all the Capital dwellers to take preventive measures to avoid such incident in the future.

Meanwhile, the APYC unit of 13th Itanagar assembly constituency expressed gratitude to the Itanagar MLA cum Parliamentary Secretary Techi Kaso and President APYC cum MLA Nyamar Karbak for their generous support and contribution.

 

Alleged accused declared proclaimed offender

ITANAGAR, Jul 14: All the five alleged accused in Itanagar Police Station Case no. 38/91 U/S 395/397 IPC have been declared proclaimed offender by the Session Judge, West Sessions Division, Yupia.

The alleged accused, namely Bengia Talik, Chera Takap, Lokam Tamar, Rakhe Taji and Tame Pibi are required to appear at the Court of the District and Sessions Judge, West Sessions Division, Yupia to answer the said complainant on August 10 next, informed Superintendent of Police (Capital) Seju P. Kuruvilla, IPS.

Another alleged accused BK Sabharwal in Naharlagun Police Station Case no. 82/01 U/S 392/397/365 IPC, r/w 27 Arms Act has been declared proclaimed offender by the Sessions Judge, West Sessions Division, Yupia. He has been directed to appear before the Court of the District and Sessions Judge, West Sessions Division, Yupia.

 

Organisation concerned over delay of fund placing

ITANAGAR, Jul 14: The All Arunachal Newly Created Veterinary Aid Centres Organisation (AANCVACO) has expressed concern over the delay of fund placing of 62 veterinary aid centres in the state claiming that the scheme was passed in 2012-13 by the Cabinet.

While also saying that huge numbers of domestic animals are dying due to foot and mouth diseases, it blamed the government of not doing anything to tackle the issue.

 

Association flays NES

ITANAGAR, Jul 14: Nyishi Elite Society’s press statement in which it defended Chief Minister Nabam Tuki’s government has drawn flak from many quarters. Joining in the chorus, Nyishi Youth Welfare Association (NYWA) Capital Unit today strongly condemned NES urging the parental organisation to refrain from communalising the issue. It also alleged that discarding Nyishi organisations and unions is testimony of oppressive attitude of the society. ITANAGAR, Jul 14: The Arunachal Pradesh Panchayati Raj Contractual Employees Association (APPRCEA) has demanded for the continuation of the services of contractual staff which expired on March 31 last.

Mosquito nets distributed

ITANAGAR, Jul 14: A total of 80 numbers of mosquito nets were distributed during anti malaria campaign under Hornbill Nest Adoption Programme ‘community welfare fund 2015, conducted at Seijosa circle on July 11 last.

ATI training commences

ITANAGAR, Jul 14: A three days training on basics of computer applications commenced at Administrative Training Institute (ATI), Naharlagun today.

Eighteen ministerial staff from Arunachal Pradesh Civil Secretariat and Heads of Offices within Capital Complex are attending the training.

While addressing the participants during the inaugural function, ATI Director Pate Marik explained the importance of computer education in today’s Information Technology driven world. Govt. functionaries, business communities and even students need to update and enhance their computer skills to cope up with advancement of Information Technology, he said, and urged the participants to attend the training seriously for their own benefits.

ATI Assistant Director cum Course Coordinator of the programme Priscilla Tayeng and ATI Assistant Director Nani Khambo also spoke on the occasion.

Palbinder Singh, Course Director-cum-Director ITI Computer Education, Naharlagun and Balbinder Singh of same institute are the resource persons for the programme.

Eviction drive in Ziro

ZIRO, Jul 14: A massive eviction drive was carried out in Ziro Putu and Old Ziro by the District Administration.

Around 17 permanent and semi permanent structures were brought down during the eviction process. District Administration expressed its appreciation for the cooperation extended by local  people especially the Bazar Welfare Committee of Old Ziro and hoped for similar cooperation in future endeavour of District Administration for overall development of Ziro.

Training on sickle cell trait survey

YINGKIONG, Jul 14: One-day training on survey of Sickle Cell Trait among school children for block level trainers was held at District Hospital here today.

District Medical Officer Dr. Kaling Dai, DSO Dr. India Modi, DRCHO Dr. Appir Apang imparted the training.

All the Medical Officers, laboratory technicians of all health facilities of Upper Siang attended the training.

Sickle Cell Trait Survey for School children is an initiative under Department of Social Justice Empowerment for Tribal Affairs (SJETA).

SJETA in collaboration with in collaboration with Health Department will screen all school children of Upper Siang for Sickle Cell diseases in the current month to prevent it from further spreading. DIPRO

 

Social service organised

ITANAGAR, Jul 14: A mass social service was organised on 11th and 12th July at Ward no. 2 and 3. During the social service, hanging bridge of Economics & Statistics colony was repaired. The members of the colony contributed to buy the materials required for the maintenance of the bridge.

The approach road towards both side of hanging bridge was also renovated. The social service was initiated by GR Richo, president, Economics & Statistics and Zoological Survey of India Colony Welfare Committee. The Councilors of ward no. 2 and 3 along with the residents of colony also contributed for the social service.

 

Smart Classroom at Seppa

SEPPA, Jul 14: East Kameng Deputy Commissioner Sandeep Kumar Singh inaugurated a smart classroom for children under SSA scheme in collaboration with IL & FS Education and Technology Service Ltd. at DPO Office here today.

The Deputy Commissioner said that with the existing system of teaching and learning in combination with the use of technology will help a lot in enhancing the knowledge of the students. He was looking forward to prepare a schedule for establishment of Smart Classroom in each and every school in East Kameng.

Society writes to Chief Secretary

ITANAGAR, Jul 14: Claiming that the road construction work from 51km point Seppa-Chayang Tajo road to Sawa HQ under PMGSY has caused damage to more than 100 numbers of cultivated land and 15 numbers of Rambang field (TASA) of Tungi village, the Tungi Welfare Society has demanded for a team of officials from RWD department to check the ground realities of the project.

In its complaint letter served to the chief secretary against the CEO RWD, the society also claimed that the road project is substandard.

Arunachal Pradesh Water Supply Bill 2015 passed by voice vote

Itanagar, Jul 14: The state Legislative Assembly today passed the Arunachal Pradesh Water Supply Bill, 2015 by voice vote in the amended form.

The bill, tabled in the House by Public Heath Engineering and Water Supply minister Takam Pario on July 7 last, was aimed at regulating water supply including levy of reasonable tariff on consumption of piped water supply in the state by replacing the Arunachal Pradesh Water Supply Act, 2000.

Taking part in the discussion members suggested for incorporating the provision of protection of catchment areas of water source, besides review of hiked water supply tariff.

Responding to various suggestions from the members, Pario said the existing water supply Act was devoid of many provisions and the present bill, reflecting the responsibilities of the consumers, would notify water sources.

Replying to various queries from the members, Chief Minister Nabam Tuki said "There is no dearth of water in the state, but supply of safe drinking water is the responsibility of the government".

He urged members to support the bill, while announcing to reduce the charge of new water connection from proposed Rs 5,000 to Rs 3,000 and the monthly water charge for one to three bedroom dwelling units from Rs 200 to Rs 150.

"As Arunachal Assembly is known for maintaining highest democratic system, our actions should prove it," he said.

Leader of Opposition Tamiyo Taga raised questions as to why a bill was introduced, instead of amending the existing one and wondered whether the new bill would be a "magic one." He suggested for rain water harvesting and ban in jhum practice to protect water catchment areas by making the deputy commissioners of all districts responsible to check it.

Senior BJP leader Japu Deru termed the bill as against the interest of the poor, saying the cent per cent hike in water charges would affect the common people.

Congress member Nikh Kamin stressed on revenue generation to end dependency on Centre and suggested for a separate head for water supply to check revenue leakage.

While P D Sona of the Congress suggested that the government adopt "zero tolerance" to ensure supply of safe drinking water and stressed on accountability of the department, BJP member Tage Taki suggested measuring the major water sources of the state and said they would dry up in future if the catchment areas were not protected.

Congress MLA Gabriel D Wangsu said with the level of underground water decreasing, most of the districts in the state were facing water scarcity and suggested for introducing metering system for collecting water supply bills.

The House passed the bill in amended form before Speaker adjourned it for the day. PTI

ITANAGAR, Jul 14: Pawan Hans MI 172, VTPHG, Helicopter with 19 passengers and 5 crew members onboard which took off from Naharlagun Helipad at 0840 hrs on Monday for Guwahati  made a precautionary landing on a well carpeted village link road at a place called Tetunbari in Sonitpur, Assam. It is reported that after flying for about 30 minutes, the aircraft encountered very bad weather condition in the route and the pilots had to land the chopper on the road.

The aircraft halted there for 1 hour 45 minutes waiting for the weather to clear up. It took off from there at 1055 hrs and landed back at Naharlagun Helipad this morning with all the passengers and crew members safely as the weather condition enroute Guwahati   was not improving.

After ascertaining technical fitness of the aircraft and the weather clearance from the ATC Tezpur, Jorhat and Guwahati, the chopper took off this morning for Guwahati, said a statement from the department.

The Secretary, Civil Aviation, Government of Arunachal  Pradesh has ordered the Director Civil Aviation, Naharlagun  to carry out an  inquiry into the matter immediately to ascertain the cause of the incident and fix accountability if any discrepancy is found.

 

 

PR institution strengthened, fund released under RGPSA: CM

ITANAGAR, July 14: Chief Minister Nabam Tuki today informed the Legislative Assembly that the Union Ministry of Panchayati Raj had released an amount of Rs 7,72,13,000 under Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) for the year 2014-15. With the state matching share of Rs 1,62,58,000, the  total  amount under RGPSA stood at Rs 9,34,71,000. Out of the total amount, the state Govt had released an amount of Rs 5,94,94,412 on May 8 last for the salary of the  contractual staff including 591 computer cum account assistants posted at Gram Panchayat and 177 Panchayat Technical  assistants (JE) posted to  Anchal Samities.

Responding to a calling attention motion raised by MLA Tage Taki regarding the status of fund released to Lower Subansiri district under RGPSA during 2014-15, the Chief Minister said a total amount of Rs 65, 30,000 have been released for salary of staff under RGPSA in Lower Subansiri district. The rest amount has been kept in civil deposit, he said.

Lauding the performance of Panchayati Raj bodies in Arunachal Pradesh, Tuki said the three-tier panchayati raj institution in the state has been strengthened and the elected members have gained good knowledge. Tuki further informed that the Union Ministry of Panchayati Raj had awarded Rs 1 crore to Arunachal in recognition of better performance of the Panchayati Raj bodies in the state.  Arunachal now secured fifth position in terms of performance of Panchayat bodies under RGPSA after Maharashtra, Kerala, Karnataka and Andhra Pradesh.

The State Govt has already devolved power and functions to Panchayat bodies under 29 subjects and 33 per cent reservation policy for women in Panchayat bodies has been implemented in the state,  the Chief Minister further informed.

Apart from this, the Chief Minister said, training and exposure visits for panchayat members are being conducted from time to time to enhance their performance.

ITANAGAR, Jul 14: Youths are the future and real strength of a nation and they should acquire the skill, knowledge and quality required to lead the society from the front, said Arunachal Pradesh Governor JP Rajkhowa.

Extending his hearty greetings to the youths of the State on the occasion of World Youth Skills Day, the Governor expressed the hope that the Day will facilitate in highlighting the importance of investing in youth in all areas of youth field, including information technology, to build a better and informed society.

Rajkhowa hoped the celebration of the Day would promote sustained, inclusive and more equitable economic growth, full and productive employment and decent work for all, particularly the youth. At present, the youth in the age-group of 15 to 24 years constitutes 20.8 percent of the total population of the State while most productive age-group of 15 to 35 years makes 39.2 percent of the State’s population, the Governor said.

For a bright and prosperous future, the people of the State have to ensure inclusive and quality education and acquire the required knowledge and skills and also develop the spirit of entrepreneurship, the Governor said. He said that the problem of unemployment and equitable development could be solved and achieved through enterprise development in all potential areas, such as agriculture, horticulture, handloom and handicrafts, integrated farming practices besides tourism, trade and technology.

The Day also coincides with the formal launching of the National Skill Development Mission by Prime Minister of India Narendra Modi.

APSCW, Orgs condemn assault on officers

ITANAGAR, Jul 14: The Arunachal Pradesh State Commission for Women (APSCW) has taken a suo-moto cognizance of the assault on two police officers at Namsai police station.

While condemning the assault on two police officers, the APSCW appealed the law enforcing agency to book the culprits under relevant section of the law and award them exemplary punishments.

APSCW stated that it is concerned about the women and children of the State.

Women Cell IGG College Tezu has condemned the assault on two SIs at Namsai Police Station.

The Women Cell appealed to the head of Police department to put in place a committee to investigate the case so that immediate justice is given to the victims without any delay. Those who were involved have not only harmed the dignity of women but they have brought shame to the entire community, it said. Those who have been arrested for their involvement must be brought to books with stringent punishment for committing such shameful act, it said while adding that the incident proves that women are not safe anywhere and young girls and women are highly vulnerable in our society.

The OC who was present at the time of assault is answerable for letting such incident happen while adding that such violence against women should be stopped at all places and preventable measures should be adopted and instituted in every district.

Tanw Supuñ Dukuñ (Tanw Apex Council), Ziro has also vehemently condemned the physical assault on the officers in presence of the Officer-in-Charge by the youths of Namsai.

The Apatani Apex Council requested the District Administration and the District Police of Namsai District to book the culprits as per the relevant laws of the land, without any discrimination in the name of tribe, religion, caste and creed. Investigation should be carried out in free and fair manner in the whole process to unearth the truth on the physical assault, it said. The arrested culprits should not be released on bail by the magistrate till detailed investigations are carried out by the competent authority while the rest of the culprits should be arrested immediately without further delay, it added.

The Apatani Apex Council also appealed all not to paint the physical assault with communal colour.

Meanwhile, condemning the incident wherein two lady sub inspectors Radha Soki and Michi Yanya were physically assaulted in presence of fellow police officers at Namsai PS on July 10, the All Tagin Students Union (ATSU) have sought strict action against the assaulters.

It demanded that the case to be transferred at Women police station Itanagar.

The union further demanded that both the victims be transferred to their home districts.

 

 

UOAP to launch Jail Bharo Andolan

ITANAGAR, Jul 14: The United Organisation of Arunachal Pradesh (UOAP) today stated that the organisation is launching Jail Bharo Andolan rally tomorrow against Tuki led government demanding initiation of CBI enquiry against financial mismanagement and moral resignation of Chief Minister Nabam Tuki and his council of ministers.

Addressing a press conference at Press Club here, UOAP Chairman Toko Obi stated that people of Arunachal are ready to offer for volunteer arrest for the cause of the state through the Andolan if the government desires so. The organisation is likely to stage a protest rally in front of the state Legislative Assembly.

Expressing shock over the district administration’s denial of permission for staging dharna, UOAP alleged that administration is forcefully trying to suppress the voice of the people to rise against the inefficient state government. Reiterating its demands, the organisation questioned that if the state government is so confident that there is no financial mess up, why it is so reluctant to invite CBI to unearth the truth.

Condemning Nyishi Elite Society’s statement which it claimed was trying to protect Chief Minister Nabam Tuki’s skin, Obi asked NES to refrain from defending any politician in the name of Nyishi community. While ridiculing NES’s statement, UOAP Chairman stated that Chief Minister doesn’t belong to any community and NES should to stop using community tag for political mileage.

Clarifying that UOAP neither affiliates with any political party nor with any individual, Spokesperson Ramjo Pordung denied to be backed by BJP. “We are fighting for the cause of the society, we have nothing to do with any political party or individual”, Pordung added.

UOAP advisor Jalley Sonam claimed that government is trying hard to suppress the voice of people armed with draconian Arunachal Pradesh Unlawful Activities Prevention (Act). “There is no democracy in Arunachal, the state government treats speaking against them as a crime”, rued Sonam while saying that people’s voice against corruption is being suppressed by the government.  The UOAP staged a dharna on June 29th 2015 demanding CBI inquiry over alleged financial mismanagement and resignation of Chief Minister Nabam Tuki. It also served seven days ultimatum to the Governor appraising the head of state to initiate the CBI inquiry.

 

 

PPA reiterates demand to waive Article 371 H

ITANAGAR, Jul 14: The People’s Party of Arunachal (PPA) has reiterated its earlier demand to the state government to pursue with the Centre to amend the Constitution to waive Article 371 H of the Constitution and put Arunachal Pradesh under the provision of Article 371 A (1) (a).

The provision would protect and safeguard the religious and social practices, customary rights of people of the state regarding ownership and transfer of land and resources of the state.

The Arunachal State Assembly had unanimously adopted a resolution seeking special constitutional protection on September 21, 2013. The house had unanimously resolved to urge the Union Government to expeditiously amend Article 371 H of the Constitution of India to bring it at par with the provision of Article 371 A (1) (a). “This is an issue of paramount importance and legislative assembly is the right platform to discuss and debate how best to achieve this goal. This should be a subject that should be debated in the assembly instead of framing policies on ‘compensatory issue’, said PPA President Kahfa Bengia at a party meeting.

“Constitutionally we do not own any of our indigenous resources - land, rivers, forest and minerals. Unless there is a concrete settlement on this subject, participating on national debate like Land Acquisition etc. will do no good to the state”, said Kahfa.

Party CWC Chairman Kamen Ringu stated, “Since, this defective Statehood Act was whimsically passed during the Congress regime inspite of the tremendous protests staged by the PPA then, the Congress Party today must be squarely blamed for this great historical wrong.

The Saffron Party, on the other hand, with the aid of the Central High Command should put in all the efforts to right this wrong. The People’s Party of Arunachal will always strive to democratically align with any political party that stands for the greater interest of the state as a whole, he added.

PASIGHAT, Jul 14: The deplorable condition of Pasighat-Ledum-Tene-Koyu (PLTK) PWD road which has gone from bad to worse due to lack of maintenance is causing great inconvenience to the commuters.

The worn-out road with numerous pond-like potholes has made it almost impossible to travel as motorists have to endure slush during rains.

Presently, APST buses and half a dozen of small passenger vehicles besides commercial pick-up vans are plying on the road on regular basis but the road that connects major parts of Pasighat-East, Pasighat-West (Ruksin) and Nari-Koyu constituencies with Pasighat headquarter in East Siang district has remained in deplorable condition for want of maintenance.

The local people of the three constituencies have been demanding early renovation of the road but no serious step has been taken so far for renovation of the 60-kms long PLTK road by state government, thereby showing total lack of respect to public demand.

It may be recalled that the longest PWD road under Pasighat division was upgraded with central funding in 2004. The North Eastern Council (NEC) during August, 2004 granted sanction of Rs 46.36 crore for improvement of the road and dispensed the work to Pasighat PWD division. As such, the implementing agency constructed the road within a period of five years.

There has been ritualistic assurance for renovation of the road by the state govt has yielded no result as the treacherous road and the weak bridges continues to give a harrowing time to commuters as well as damaging their vehicles.

 

 

Lifter Jimjang to represent country at CYG

ITANAGAR, Jul 14: Promising weightlifter from the state Jimjang Deru has been selected by the Indian Weightlifting Federation to represent the country at 4th Commonwealth Youth Games (CYG) to be held in Apia, Samoa from September 5 to 11 this year, informed Arunachal Weightlifting Assocaition (AWA). Jimjang is the second lifter from the state after Yukar Sibi to get selected for the Youth Commonwealth Game.  Sibi won a silver medal in the game held in 2008.

The Indian contingent will leave New Delhi for the Games on Sept 2 and return on Sept10.

Barring lifters, no athlete in other sports disciplines from the state has so far been able to qualify for the Commonwealth Youth Games (CYG), claimed the AWA release.

Sports disciplines recognised by Commonwealth Games Federation are, Archery, Athletic, Badminton, Basketball, Boxing, Canoe, Cricket, Cycling, Diving, Fencing, Football, Gymnastic, Hockey, Judo, Lawn Bowls, Netball, Rowing, Rugby, Sailing, Shooting, Softball, Squash, Swimming, Table Tennis, Taekwondo, Tennis, Tenpin Bowling, Triathlon, Water Polo, Weightlifting and Wrestling, the release added.

 

 

No work progress in Koloriang infrastructure development project

ITANAGAR,  July 14: Responding to a supplementary from MLA Pani Taram, Urban Development Minister Pema Khandu  today informed  the Legislative Assembly that the National Building Construction Corporation Ltd (NBCCL) has been implementing the infrastructure development project of Koloriang town under the Union Ministry of Urban Development. Quoting the NBCC report on status of work, the minister said there is no progress of the project since last two years due to various reasons like landslide and land dispute. However, the NBCC has been asked to hand over the project to Union Urban Development ministry for further necessary action for completion of the project.

Earlier, Taram said, the reasons cited for halt in work progress is not authenticated.

Paramedical staff: The proposal for creation of medical and paramedical staff posts is under process and the state cabinet has already approved for creation of 1839 posts in phase manner, informed Health Minister Rajesh Tacho.

While responding to a supplementary from MLA Tamiyo Taga, the minister further informed that only 59 of health sub-centre are non-functional due to various reasons like non-fulfillment of criteria prescribed by the Central Govt in creation of health sub-centres. Informing that more than 200 ANMs have been appointed during 2015 under NHM, the Minister assured that all the sub-centres will become functional and required staff will be posted soon. Earlier, Taga said out of the 11 sub centres, 10 are defunct in his district.

Power problems: Responding to a supplementary from MLA Mohesh Chai, Power Minister Tanga Byaling assured the house to constitute a monitoring committee including concerned MLAs to look into the construction of high power transmission line. The minister further  said that after the commissioning of 132 KV lines from Pasighat to Namsai and from Aalo to Pasighat, the Lohit district including Tezu and Sunpura will be connected to 132/33 kv sub-station at Tezu. Citing various problems in delay in implmentation of power line projects, Minister, however, said that power scenario in Tezu-Sunpura will be improved after completion of 132 KV power line project which is expected to complete by March next.

Strategy building workshop for livelihoods’

ITANAGAR, Jul 14: The five days state level workshop on ‘Strategy building workshop for livelihoods’ for Self Help Groups (SHGs) commenced on 13th July at Conference Hall of State Institute of Rural Development at Itanagar.

The workshop is being conducted by SIRD Arunachal Pradesh with collaborative support from State Rural Livelihooods Mission Arunachal Pradesh (ArSRLM) in reference to a MoU between SIRD and ArSRLM. The workshop seeks to sensitise and orient delegates from first phase locations of Sagalee, Yachuli, Daporijo, Basar, Pangin, Roing and Namsai, on the intricacies of planning for social mobilisation and deciding on corresponding capacity building needs. Workshop seeks to achieve is to bring critical stakeholders on a common platform to deliberate upon various dimensions of livelihoods promotion strategy for NRLM compliant SHGs.

Speaking on the occasion, Ramesh Negi, Chief Secretary Govt of Arunachal Pradesh said that there is a growing need to listen to people, understand and articulate the problems and then bring in innovative solutions that involves the villagers for achieving such solutions.

He called upon officials to do self appraisal of their work and to devote maximum possible time in interaction with local communities at the grassroots level and emphasised that it was important to reach out to the village and listen to the grievances and look for innovative localised solutions.

He further said that the core philosophy of NRLM is participatory development. The community institution centred approach of NRLM works on building capacities of people by instilling confidence and building a culture of discipline of forming and following common norms.

He called upon preservation of forests and rivers as a resource that provides backbone to village economy as well as being primary source of sustenance for villagers even in remote areas.

Tahang Taggu, Commissioner Rural Development and PR stressed about the importance of the programme for the state of Arunachal where there are immense opportunities to build community enterprises. He stressed that the geographical challenges posed to the state could be best solved by building social capital and improving capabilities of individuals and societies through a series of skill building programs as demanded by the people.  

Rajiv Takuk, CEO SRLM, shared his vision about the programme. He emphasised that administration and voluntary organisations must use their learning and experiences and come together to strengthen Ajeevika programme so that it delivers to bring the best opportunities to people of Arunachal state. He expressed hope that the concerned persons in the pilot blocks would work with full zeal to realise the objectives of the programme.

He also assured that all the pilot blocks would be supported and called upon the delegates to utilise the opportunity provided by the workshop to acquire required inputs to enable them to submit appropriate strategies for social mobilisation and corresponding capacity building in the identified clusters within the first phase blocks.

Sagalee, Yachuli, Daporijo, Basar, Pangin, Roing and Namsai have been selected for pilot phase implementation of the centrally sponsored scheme. In addition to this, Sansad Adarsh Gram Yojna GPs of Yigikaum (West Siang), Taki Lalung (East Siang) and Mayu-II (Lower Dibang Valley) have been taken as per modified NRLM guidelines.

The workshop is being coordinated by Dr. Rakesh Srivastava, Deputy Director cum Sr. Core Faculty (Rural Marketing) SIRD and S.W. Bagang, Assistant Director cum Core Faculty (Natural Resource Management) SIRD.

Sanjay Sharma, SPM IBCB, Kautilya Basumutary, DFE IBCB, and Dr. (Ms.) Roshni Rai, DFE Livelihoods from Assam SRLM, are also participating in the workshop as resource persons.

 

 

State taskforce meeting on IPV vaccine

ITANAGAR, Jul 14: The State Task Force Immunization (STFI) meeting on introduction of Pentavalent Vaccine and Inactivated Polio Virus (IPV) vaccine under Routine Immunizations was held today.

Indra Mallo, Secretary (Health & FW) said revised immunization schedule following introduction of pentavalent vaccine should be followed from now onwards.

Vaccine is considered to be one of most cost effective health intervention that has delivered excellent result in providing direct and effective protection against prevention of childhood disease such as Measles, Hepatitis B, Diphtheria, Haemophilus, Tetanus and Pertussis, she further added.  

Earlier, Dr. H. Tabyo, Director of Family Welfare said another milestone has been covered with the introduction of new vaccines. Further he added Pentavalent vaccine and injectable polio vaccine will be launched at 2nd October’2015 here. This vaccine has been successfully implemented in several parts of India.

Dr. Tana Takum, Epidemiologist, ASH while briefing about the vaccine informed that pentavalent vaccine reduced injection from 6 to 3 for children and it provides additional protection against Hib, thus addressing under 5 yrs mobility and mortality.

Dr. D. Padung, NO (NHM) spoke on preparedness for introduction of pentavalent and IPV. All the STFI members were present at the meeting.

Historic judgment

In a landmark judgment which may help to cleanse the Indian cricket today Supreme Court-appointed committee, headed by former Chief Justice R M Lodha gave historic judgment in the 2013 IPL betting scandal. Both Chennai Super Kings and Rajasthan Royals have been suspended from IPL for two years. They were punished after it was established by the committee that owners Gurunath Meiyappan of Chennai Super Kings and Raj Kundra of Rajasthan Royals were involved in betting.

 Further both of them were suspended for life from being involved in activities related to any type of cricket matches. The Suspension will be effective from today. First of all Supreme Court appointed committee deserves big round of applause for making in depth investigation into the betting case. Secondly they have set good precedent by punishing powerful people involved in wrongdoing. Cricket is the most popular sports in the country. Those running cricket administration should put every effort to keep it clean and corruption free. The historic judgment of Supreme Court-appointed committee should be a lesson for everyone and hopefully this will help the game of cricket in the long run.

Take care of Tali Constituency

Dear Editor,

I would like to appeal to the Govt of Arunachal Pradesh to pay a little more attention towards the 20th Tali Assembly constituency. Even though it was made a separate constituency in 1987, people of Tali is yet to witness any development.

It’s unfortunate that to reach Tali, people have to foot march for more than 2 to 3 days  and still more than 20% of Tali and Pipsorang people have not even seen vehicles or the district head quarter.

People have not had a glimpse of proper road, electricity, health care, education.

This is the reason is people of Tali and Pipsorang are settled in places like Ziro, Daporijo, Aalo as well as capital complex. And these people generally do not have the courage to go back to their home land to face the curse of underdevelopment.

Therefore, it’s my humble request to various organizations of the state including the students union, social and community based organization to support the cause of Tali and Pipsorang circles.

And I appeal the state government to pay special attention to Tali assembly constituency as it is the most backward among all 60 constituencies and approve development activities initiated by the local MLA.

It is also a humble appeal to Chief Minister and his Cabinet colleagues to kindly provide more fund to Yangte - Tali road under RIDF scheme as this road seems to be the lifeline of Tali constituency. I would also request for a special package for 20th Tali constituency during this budget session Arunachal Assembly.

Exam postponed trend

Dear Editor,

This is regarding the exam postponed trend currently prevailing in the state.

I am coerced to remember a quote stated by Alan Keys, “Bureaucrats and Politicians derive their power from their position in the structure, not from their relations with the people they are supposed to serve”.

Today, if one says, “Justice Prevails”, that’s the craziest joke ever cracked in the history of mankind. What prevails these days is the money. If you’ve money, you’ve the job which is contrary to the statement “people seek job to earn money for their survival”.

I am compelled to mug up this only-money-talk system which is absurd. The Govt. Officials seem to play games with the aspirants like in the colleges/Universities; juniors were tortured by the seniors in the name of Ragging. An unemployed graduate youth reads newspaper for job advertisement. When it’s there, he has a hope and works hard to crack the exam. Another paper arrives before (2 or 3 Days) the scheduled exam time which tells, “The exam is postponed/deferred due to unavoidable reasons”.

Now tell us what exactly is this unavoidable Administrative Reasons? Our country India is the largest democracy in the world but our state seems to run by the dictators. A phone Call from the top leader rings in the office and everything changes. Wow! What a democratic state we have. Be it the bureaucrats or the politicians, sufferer is the aspirants.

The recent Cancellation of Junior Engineer exam, PWD by the Superintending Engineer is a big question needed to be answered. When inquired in the office, it told an emergency call came from above; some staff says CE is changed. We did not get the point because the so-called Administrative reasons have no clear and open answer for the reason of cancellation.

Another joke is that on 5th May 2015, DRDA published vacancy for the posts of Jt. BDO and Technical Assistant. And later aspirants were told that, “The exam is deferred”.

If the Authorities were so scared of unpleasant consequences, they should have first sought permission from their junior employees and publish it. Again here, victim is the aspirants. In the case of DRDA, even the challan money was not reimbursed.

Everyone is aware of the Madhya Pradesh Vyapam Gotala which is currently in the news all over the country. They used to take money from the aspirants to raise the marks or to make them crack the exam even if the aspirants had written nothing. The Answer papers were left blank by the aspirants in the exam hall and later it was filled up by them. Every work has a reward waiting ahead. Now the CBI is pulling them upside down. If the present trend of our state persists, it too will be, very soon, will be on the T.V. screens.

The aspirants request the higher Authorities and leaders to be fair with us in the days to come. It is you who we look up to. If you don’t show us good example, how do you expect us to be in our future; a new-version of corrupted leader/bureaucrat?

But if you lead us the right track, our generation and the next will be blessed by your deeds.
